"First, Attorney General William Barr's claim that the Special Counsel's non-indictment of Donald Trump was not tied to Justice Department policy was directly contradicted today by Mr. Mueller".

Trump has claimed the report exonerates him because it didn't say he committed a crime after the special counsel's investigation into Russian efforts to influence USA elections and whether President Trump had a role and whether he obstructed the investigation.

Mueller was referencing the portion of his investigation and report that focused on whether Trump committed obstruction of justice amid the probe.

The document, which was entitled "United States of America against Donald J Trump, Defendant", reportedly sat on Mr Mueller's desk for nearly a year.

Mueller's statement fuels impeachment push on Capitol Hill
Mueller's words implied that his investigation had ample substance to frame Trump on the obstruction of justice plank. But Pamela Medford-Conley of Cedar Springs said she read Mueller's report and agreed with Amash's assessment.

Except Mueller said no such thing in his stunning statement at DOJ, announcing he was stepping down as Special Counsel and returning to private life.

Russian intelligence officers launched "a concerted attack on our political system" involving "sophisticated cyber techniques", Mueller said. "Under longstanding department policy, a president can not be charged with a federal crime".

But Mueller's report only said the investigation "did not establish that members of the Trump campaign conspired or coordinated with the Russian government", and Mueller expressed concerns in a letter to Barr that the attorney general's letter summarizing his findings didn't fully capture his 448-page report, a source with knowledge of the letter has told CNN.

Mueller, speaking publicly for the first time since beginning the Russian probe in 2017, reiterated on Wednesday during a press conference that he would have stated if the evidence collected during his 22-month-long investigation cleared Trump of any criminal wrongdoing, but he didn't. The case is closed! Mueller didn't charge Trump but wrote that he couldn't exonerate him, either.

The vote passed its second reading shortly after midnight, with 77 members of the Knesset voting in favor and 45 against. At the heart of the standoff is a longstanding squabble over drafting ultra-Orthodox Jewish men into the army.

Barr dismissed the complaint as "a bit snitty" in testimony before the Senate Judiciary Committee.

Mueller also emphasized that there were "multiple, systematic efforts" to interfere in the 2016 presidential election and that that "deserves the attention of every American". The report presented substantial evidence that Trump obstructed justice on a few fronts, but didn't offer a conclusion on whether he had broken the law or whether he should be charged.

His personal attorney, Jay Sekulow, said that Mueller's announcement "puts a period on a two-year investigation that produced no findings of collusion or obstruction by the president". He tweeted, "There was insufficient evidence and therefore, in our Country, a person is innocent". Barr said he hoped Mueller wasn't leaving judgment of Trump's actions to Congress, while Mueller strongly hinted he was.

Mueller's final statement as special counsel appeared in part intended as a defense of his investigation against renewed criticism from Trump and his Republican allies.
