California has the largest death row population in the U.S.by far, housing 25 percent of the country's condemned inmates.

In remarks prepared for delivery Wednesday, Newsom calls the death penalty a "failure" that has discriminated against the mentally ill, minorities and the poor.

"The data shows it doesn't work, It is discriminatory, it costs tons of money and innocent people are convicted", said Eric Quandt, the SF Deputy Public Defender.

California voters have previously rejected an initiative to abolish the death penalty, and in 2016 they actually approved Proposition 66 to help speed it up.

The move has been...

Despite the temporary ban on capital punishment, no death row inmates are to be released as a result of this move. After that, a future governor could decide to resume executions.

Newsom, a Democrat who took office in January, has been a staunch opponent of the death penalty, last carried out in California in 2006.

The truth is California hasn't really had a death penalty since 2006, when the state executed a 76-year-old legally blind diabetic in a wheelchair named Clarence Ray Allen.

A governor needs approval from the state Supreme Court to pardon or commute the sentence of anyone twice convicted of a felony, and the justices past year blocked several clemency requests by former Gov.

Michele Hanisee, president of the LA ADDA, issued a statement Tuesday after Newsom's plan was announced, saying that he "is usurping the express will of California voters and substituting his personal preferences via this hasty and ill-considered moratorium on the death penalty".

The court found that prosecutors "improperly used their peremptory challenges to exclude prospective jurors who were black", Death Penalty Information Center reported.

Newsom said the death penalty isn't a deterrent, wastes taxpayer dollars and is flawed because it is "irreversible and irreparable in the event of human error".

A California governor needs Supreme Court approval to pardon or commute the sentence of anyone twice convicted of a felony, a restriction that applies to more than half of condemned inmates. Voter efforts failed in 2012 and 2016, and voters approved a measure a year ago to speed up the time from conviction to execution. Jerry Brown that did not involve condemned inmates. "More than six in ten people on California's death row are people of color".

In 2017, Graham and his partner, anti-death penalty activist Phyllis Prentice, gave an interview to Al-Jazeera, where they discussed finding love while Graham was on death row. On Wednesday, California Governor Gavin Newsom is expected to halt executions in his state by signing a moratorium.

"I couldn't sleep at night", Mr Newsom said. It comes as some 20 men now on the state's death row have finally exhausted their opportunities for appeal, which is what prompted Newsom to act. Three states - Oregon, Colorado and Pennsylvania - have Governor-imposed moratoria on the death penalty and in 2018, the Washington State Supreme Court struck down the death penalty as unconstitutional and "racially biased". Newsom's moratorium will therefore fly in the face of the most recent expression of the views of the people of California.
