Lawmakers seek harsh penalties against ZTE and Huawei

The Chinese technology company Huawei is under criminal investigation in the U.S. by federal prosecutors who accuse it of stealing trade secrets from American partners.

The effort follows revelations that Huawei allegedly violated US sanctions laws by moving millions of dollars to Iran as part of a scheme to skirt American statutes barring trade with Tehran.

At that time, Washington had announced an indictment against Chinese chipmaker Fujian Jinhua Integrated Circuit Co Ltd for stealing trade secrets from US semiconductor company Micron Technology relating to research and development of memory storage devices. "In the future, we must crack down on China's theft of advanced United States technology".

Congress balked a year ago when presented with an opportunity to sanction these companies and effectively shut them down, but congressional insiders say this will not happen again, as a bipartisan team of senators works to ban all US exports of key technologies to both ZTE and Huawei, according to new legislation.

A civil lawsuit filed against Huawei by T-Mobile was one of the primary catalysts for the investigation. It found that Huawei misappropriated T-Mobile's trade secrets and breached a supply contract between the two companies, saying T-Mobile should get US$4.8 million in damages.
