Trump says border troops could hit 15K, surprising Pentagon

The 1965 Immigration and Nationality Act states that an alien who is physically present in the USA, "whether or not at a designated port of arrival", may apply for asylum in accordance to laws. And any change would nearly certainly be immediately challenged in court.

That's according to three people familiar with the plans who spoke to The Associated Press on Thursday on the condition of anonymity because they weren't authorized to speak publicly.

Mr Trump has hardened his stance on migration in a bid to rouse his political base ahead of congressional elections next week. He made his comments Thursday at the White House in a rambling, campaign-style speech that was billed as a response to caravans of migrants traveling slowly by foot toward the USA border.

Although the rag-tag caravan of impoverished and unarmed migrants is almost a thousand kilometers away from the U.S. border in Mexico's deep south and could take weeks to reach the United States border on foot, Trump raised the specter of an imminent and violent "invasion" in what many observers saw as a crude attempt to rally his nativist supporters.

Mr Trump reiterated that he wanted to set up "tent cities" to hold people coming to the U.S., including those seeking asylum.

Mexico on Wednesday put the size of the caravan that left Honduras in mid-October at 2,800 to 3,000 people.

President Donald Trump has ordered US troops to the Mexican border in response to the caravans. That group includes Hondurans, Salvadorans and some Guatemalans.

Trump has nonetheless mounted an enormous show of force in response.
