Saudi Arabia says it has arrested 18 people, sacked two aides of Mohammed bin Salman and set up a body, under his leadership, to reform the intelligence agency following the incident.

Meanwhile, examining magistrates in Istanbul are questioning another five Turkish employees of the Saudi consolate as witnesses in the investigation into Khashoggi's death.

President Recep Tayyip Erdoğan said Sunday he would reveal the "truth" about the Khashoggi case on Tuesday while Turkish officials vowed to pursue the case after Saudi Arabia's admission of guilt.

"The circle is tightening around the crown prince", said one of its headlines. "All of this needs to be explained in all its details", Erdogan said.

The images contradict Saudi's admission on Saturday that the writer died inside the consulate during a "fistfight". Then Salah Muhammed Al-Tubaigy, a lieutenant-colonel in the Saudi forensic department, cut the body into 15 pieces while listening to music. He added: "Once we have all the facts we will make an assessment".

"Obviously, if [the crown prince] has gone forth and murdered this journalist, he's now crossed the line, and there has to be a punishment and a price paid for that", said Corker, chairman of the Senate Foreign Relations Committee.

Turkish officials have been leaking a steady drip feed of details from the investigation to journalists but they have yet to release a key audio recording which sources say exists from inside the Saudi consulate.

The disappearance of Khashoggi has snowballed into a massive crisis for the kingdom, forcing the 82-year-old monarch, King Salman, to personally get involved.

Saudi Foreign Minister Adel al-Jubeir told Fox News Sunday Khashoggi's killing inside its Istanbul consulate was "a huge and grave mistake" and vowed those responsible for it would be held accountable.

"But we'll have to see how it goes during the meeting", the spokesman said.

European nations should take a joint stance on whether to halt arms exports to Saudi Arabia over the killing of journalist Jamal Khashoggi, German Economy Minister Peter Altmaier said on Monday.

The death of Khashoggi has evoked widespread condemnation from governments and has seen many world leaders, multinational companies and foreign media operations pull out of the upcoming Future of Investment conference the country is hosting.

Speaking to reporters in Berlin on Sunday, Chancellor Angela Merkel announced the arms freeze and said she will continue working with worldwide allies to coordinate their response to Khashoggi's murder inside a Saudi consulate.
