UPDATE, 10.40am: PAGE MP Kevin Hogan says he will not resign if Peter Dutton "or anyone else takes the position of prime minister from Malcolm Turnbull".

Mr Dutton, who needs to win over only seven more colleagues to become leader, said he was already canvassing party support for another tilt at Mr Turnbull, possibly as early as this week.

Another Turnbull supporter, Darren Chester, apologised to voters and said they "deserve better than numerous things our Federal Parliament has served up in the past 10 years".

"So I'm not about to tell Malcolm Turnbull to do anything other than what he wants to do", Pyne said.

When questioned if he would ask his supporters to back Treasurer Scott Morrison for the job if a spill was carried, Turnbull refused to answer, but said he would not give in to bullies.

Liberal deputy and Foreign Minister Julie Bishop will throw her hat into the leadership ring.

"I'm speaking to colleagues", Mr Dutton told 3AW Radio.

Turnbull narrowly won a leadership vote on Tuesday against the former home affairs minister, Peter Dutton, and on Thursday offered to hold a second vote on Friday if he received a letter signed by the majority of the Liberal party.

Turnbull's prime ministership was effectively over earlier today after a mass exodus of his ministers and a new challenger in Morrison putting his hand up for the top job.

"No government in living memory has dissembled so much that they decided the Parliament couldn't meet", opposition lawmaker Tony Burke told Parliament before the motion passed.
