Ontario Tories announce changes to welfare programs

The Ontario government is defending its decision to cancel the province's basic income pilot project, suggesting the program discouraged participants from finding work.

In an afternoon news conference, Social Services Minister Lisa MacLeod said the government would come up with a plan within 100 days to overhaul the "disjointed patchwork system" left by the previous Liberal regime.

The government announced Tuesday it was "winding down" the project and cutting a planned three per cent increase in social assistance to 1.5 per cent - the first steps in its plan to revamp the social assistance system.

The pilot project was expected to cost C$50m per year and included 4,000 households.

MacLeod said the program was "clearly not the answer for Ontario families", but she didn't provide data backing the decision to end it.

The pilot was introduced to test whether a basic income can better support vulnerable workers, improve health and education outcomes for people on low incomes, and help ensure that everyone shares in Ontario's economic growth.

Sheila Regehr, chair of the Basic Income Canada Network, said such programs are more effective in lifting people out of poverty than social assistance, and require less bureaucracy to run. "Spending more money on a broken program wasn't going to help anyone".

"It's not just about money, it's about security", she said.
