President Trump and European Commission President Juncker held a news conference Wednesday afternoon. He added that they would try to "resolve" steel and aluminium tariffs he imposed earlier this year and retaliatory duties the European Union levied in response.

The EU is prepared to retaliate with tariffs on $20 billion worth of American goods.

President Trump is accelerating toward imposing a 25 percent tariff on close to $200 billion in foreign auto imports later this year, the Washington Post reported Wednesday.

At about $1 apiece, even suppliers to the Trump campaign, who, Yao says, are located both in China and overseas, can't resist the low price. China, the EU, Canada and Mexico have all filed disputes against the United States in the World Trade Organization, which could authorize the retaliation if it decides the tariffs imposed by Washington were unjustified of violated global trade rules.

Sen. Charles Grassley (R-IA) said the administration's move was "encouraging for the short term".

The officials said payments couldn't be calculated until after harvests come in. As for how farmers can apply for assistance, those details are still being worked out.

Soybeans are likely to be the largest sector affected by the programs.
