"This is a historic and significant moment for the Scottish Parliament and I hope with all sincerity that the United Kingdom government will respect the views of this parliament", Bruce Crawford, who heads the assembly's Finance and Constitution Committee, said after the vote.

It would be the first time the UK Government has ignored the will of the Scottish Parliament when legislating on devolved matters since its creation in 1999.

But the UK Government wants to temporarily retain some of the returning powers, so it can create common UK-wide frameworks.

But it has also named 24 areas where it wants to retain power temporarily in the wake of Britain's exit from the European Union, including in areas such as agriculture, fisheries and food labelling.
