Israel moves to legalize West Bank settlement outpost following rabbi's killing

Settlement watchdog Peace Now, however, said that retroactively granting legal status to Havat Gilad, built without development plans or construction permits, was "cynical exploitation" of Shevach's death.

Peace Now, an anti-occupation group, condemned the decision to legalize the outpost as contrary to establishing peace between Israelis and Palestinians.

"We promised and the proposal to normalise Havat Gilad outpost as a regular community will be brought to the cabinet for approval this coming Sunday", Lieberman wrote on Twitter.

Authorizations of West Bank outposts are rare and often cause controversy in the worldwide community, which largely considers them to be illegal expropriation of land set aside for a future Palestinian state.

They did not, however, catch the man considered to have led the attack on Shevah, 22-year-old Ahmed Jarrar.

On Sunday, members of Israeli Prime Minister Benjamin Netanyahu's cabinet approved the motion.

In nine years with Netanyahu as the head of government, the cabinet has voted only once to convert unapproved outposts into officially recognized settlements, according to the Jerusalem Post.

The latter are designated as outposts and are usually populated by religious nationalists, who consider the whole territory on the West Bank as part of Israel. In order to accomodate parts of the outpost that may not meet the requirement of being on private or state land, the Cabinet statement said the new settlement would "absorb residents from the area".

Government lawmakers, on the other hand, praised the cabinet's decision. A bid by the Trump administration to restart negotiations has shown no real signs of progress, and Palestinians now say the Jerusalem decision has ruled the United States out as a mediator in the peace process.
