"The Democrats, both on and off the commission, made very clear that they were not interested in determining the scope and extent of voter fraud and, indeed, they were trying to stop the commission in its tracks", Kobach said.

The shutting down of the commission was a major blow for Kris Kobach, the secretary of state of Kansas and the panel's vice chairman.

A White House statement said that "many states had refused to provide the commission with basic information relevant to its inquiry".

Created by executive order last May, it was disbanded Wednesday by another executive order.

Neither the commision or the White House ever produced evidence to substantiate Trump's claims of widespread voter fraud.

The Presidential Advisory Commission on Election Integrity was established by executive order in May after the president, who won the Electoral College but not the popular vote, insisted repeatedly that Hillary Clinton received approximately 2.9 million more votes because of illegal voting.

Most recently, the commission was sued by one of its own members, Maine Secretary of State Matthew Dunlap, a Democrat, who claimed he was blocked from getting information about the group's activities.

The DHS probe will also be largely conducted out of the public eye, making it immune from the type of public scrutiny and oversight that doomed Trump's commission.

A number of Republican-run state legislatures have passed new voter identification laws of the kind backed by Trump.

"The commission's entire goal was to legitimize voter suppression", Vanita Gupta, president of the Leadership Conference on Civil and Human Rights, and former head of the Justice Departments Civil Rights Division, told the Times. "It was that scrutiny that was forced upon the commission that successfully led to the need for transparency which caused the commission to fail", he said, promising that the administration's new tactic won't go unchallenged by the civil rights community. Indeed, during the Obama administration DHS warned states about using the SAVE database to remove voters from the rolls.

"I wondered if they might not go in this direction simply because of the court order and everything seemed to be working in a pretty dysfunctional way from the beginning", he said.

Asked why the task was going to Homeland Security and not another agency, Sanders said: "That was the agency that was best determined by the administration and we're moving forward and letting them take over the process".

"DHS has more statutory authority to get information from states than the Kobach commission did, " she said.
