Kim Jong Un used his annual New Year's Day speech on Monday to announce that he had a nuclear button on his desk, with the entire United States mainland within the range of his weapons.

"The U.S. should know that the button for nuclear weapons is on my table", he said, according to the Associated Press translation, in a speech carried by state television. Analysts say Kim may be trying to drive a wedge between Seoul and its ally Washington as a way to ease global isolation and sanctions against North Korea.

"To avoid a nuclear conflict and the full-scale deployment of an operational North Korean strategic deterrent force, US leaders, in concert with South Korea, should redouble efforts to engage North Korea in direct talks and cease any further explicit or implicit threats of military action against the North", he said in an email.

North Korea tested its most powerful intercontinental ballistic missile (ICBM) in November 2017, which it said was capable of delivering a warhead to anywhere in the United States.

"North Korea's participation in the Winter Games will be a good opportunity to show unity of the people and we wish the Games will be a success".

The offer for high-level talks next Tuesday had been discussed with the United States, the South's unification minister said, while a decision on whether to push back a massive joint military drill between South Korea and the United States until after the Winter Olympics was pending.

US Crude Oil Inventories Have Fallen ~10.6% in 2017
According to the EIA, U.S. crude stocks fell last week as refineries hiked output, while gasoline and distillate inventories rose. At the same time, speculation is rising that American drillers will put more rigs to work next year as oil strengthens.

But he also struck a conciliatory note, opening the door to dialogue with South Korea and saying he would consider sending a delegation to the Winter Olympics to be held in his southern neighbor in February.

He cautioned however that "as long as an unstable state which is neither war nor peace continues, the North and the South can not guarantee a success of the Olympics, sit down for talks or move forward for reunification".

After welcoming Kim's address, South Korean President Moon Jae-in had asked his government earlier in the day to move as quickly as possible to bring North Korea to the Olympics.

Kim said in his televised New Year's address that the two Koreas should have "immediate talks" on the matter, Yonhap reported.

Games organisers and Seoul have both been keen for the North to take part, but Pyongyang's participation in sporting events in the South has largely depended on the political and military situation on the Korean peninsula.

Trump Fires HIV/AIDS Advisory Council With No Explanation
President Donald Trump has fired the remaining members of the HIV/AIDS council , sending them pink slips in the mail via FedEx. He also noted that some people on the board were sworn back in as members earlier this year when their initial terms expired.

"We offered military talks in July and our offer still stands".

The pair could still be invited to compete by the International Olympic Committee.

Rather than encouraging USA measures that "threaten the security and peace of the Korean peninsula", Seoul should instead respond to overtures from the North, and "stop nuclear war exercises with foreign forces", Kim said.

It said the North is likely refrain from conducting a missile or nuclear test before it reaches a decision on whether to take part in the games.

"I'm still very skeptical of the "complete" thing they've been talking about, if only because we've seen so much activity in regards to the submarine launched ballistic missile programme", he said.
