Mr Turnbull said Australia was generous in accepting refugees and asylum seekers each year but it was the government who would determine who could settle there and not people smugglers.

Pressure to resettle refugees increased after the Australian centre on PNG's Manus Island was shut last Tuesday after the nation's Supreme Court ruled it unconstitutional.

Labour leader Bill Shorten has called on Prime Minister Malcolm Turnbull to consider New Zealand's offer to take 150 refugees from the camps on Manus and Nauru.

But some 600 men have locked themselves inside - despite water and electricity being cut and dwindling food supplies - saying they are fearful for their safety if they move to transition centres amid reports locals do not want them there. Australia wants them to move to new accommodation units but the men fear more attacks by locals, who are opposed to their presence on the island.

United Nations rights spokesman Rupert Colville told a news conference in Geneva on Friday about the "unfolding humanitarian emergency" in the Manus island center, where asylum seekers have been reported digging wells to try to find water.

He further clarified that when he took office in 2002, there was already an arrangement in place on Manus Island for boat people who had fled their homeland destined for Australia. "After a year they only sent 25 refugees to America and we don't know when they (US officials) will come here to do the process again", he said.

"We should have a better understanding between two prime ministers of Australia and PNG and repatriate these people", Sir Michael told SBS News after releasing a statement earlier.

New Zealand has made the offer before but Australia has declined on the grounds it could allow the refugees access to Australia.

New Zealand citizens are typically allowed to work and live in Australia, a pathway that Australia fears could be used by the refugees to move to Australia.

"New Zealand isn't in the situation Australia is in". "You can't keep political hostages".

"As I have said in New Zealand, we of course do not have the circumstances that Australia is operating under, but we also can not ignore the human face of what Australia is dealing with either", she said.
