United States drops bombshell auto parts demands at NAFTA talks

STEPHEN CROWLEY NYT

It contains three ideas that automakers say would complicate production: requiring all cars sold without tariffs to include 85 per cent North American content, 50 per cent USA content and an elaborate, detailed listing of parts that didn't exist in 1994 when NAFTA was introduced.

"Withdrawing from the TPP will cost the USA billions of dollars, and that's money that's coming to Canada for fruits and vegetables, beef and timber exports", Dade told Xinhua in an interview.

The Trump administration says the clause, causing NAFTA to expire every five years unless all three countries agree it should continue, is to ensure the pact stays up to date. But if NAFTA is terminated, as Trump has threatened, USA access to foreign markets could be further imperilled.

A collapse of NAFTA would wreak havoc throughout the North American economy, disrupting highly integrated manufacturing supply chains and agricultural exports with steep tariffs that would snap back into place.

His comments came after Canada's producers lowered their prices for dairy ingredients to make them more competitive against cheaper American imports.

"NAFTA is not going anywhere".

Mexican Finance Minister Jose Antonio Meade, seeking to downplay any setbacks in the latest round of negotiations, said on Friday that tension in the talks was only natural.

Iran FM briefs parliament on Trump's threat to nuclear deal
Iran has always insisted that its nuclear program is for peaceful purposes and denies it has aimed to build an atomic bomb. The International Atomic Energy Agency says Iran is complying with the agreement.

Negotiators were also set to cover the hard issue of government procurement on Thursday.

An exodus of jobs to Mexico, particularly in the auto sector, is a major concern of both Canada and the US, but business leaders in Mexico have argued that workers rights' and pay should be an internal issue for each country.

One of the sources close to the talks said Washington wants to increase the North American content requirement for trucks, autos and large engines to 85 percent from 62.5 percent over a period of years.

The rules of origin demands are among several conditions that the U.S. Chamber of Commerce has labeled "poison pill proposals" that threaten to torpedo the talks.
