In the run-up to the reelection, there were attempts by Kenyatta's Jubilee Party, which has a majority in parliament, to reform electoral laws and the IEBC, but the opposition dismissed the efforts as insincere.
Al Jazeera's Mohammed Adow, who has covered Kenya extensively, says Odinga has taken the decision perhaps in the hope that people are going to listen to him and organise those reforms.

Last month, Kenya's Supreme Court voided the August 8 presidential election, citing irregularities, but did not criticize any specific individual at the election board.

Odinga said at a news conference in Nairobi that he was boycotting the polls because his demands for electoral reform had not been met.
Mr Kenyatta has said he does not want changes to the election commission.
The IEBC has been split between chairman Wafula Chebukati - who has demanded answers to the technical problems which marred the first poll - and chief executive Ezra Chiloba, who insists that only minor irregularities took place in an otherwise free and fair vote.
Raila said the withdrawal from the election "is in the best interest of the country and a win-win for everyone".
They said they have slowed down their activities because "there is no need to campaign for an election you will not participate in".
