Tensions between the US and North Korea have built after Pyongyang tested missiles and a nuclear device

The State Department has since said US diplomats have "open channels" for communicating with the North Koreans, after Secretary Tillerson said during a visit to China Saturday that the U.S.is "probing" talks with North Korea.

After starting his term with a swing through Asia where he said talks with Pyongyang wouldn't be productive, Mr Tillerson, on a one-day trip to Beijing, left the door open to negotiations.

Donald Trump told his secretary of state that he was "wasting his time" trying to negotiate with Kim Jong-un to defuse an increasingly tense nuclear stand-off.

"I don't see this as an opening at this time", said Ruggiero, who spent more than 17 years in the US government as an expert in the use of targeted financial measures.
