North Korea's Han Kwang-song kicks the ball during an AFC Asian cup qualifier match with Hong Kong

Another official at the the Korea Meteorological Administration's command center said it is believed to have been a natural quake.

The epicenter is roughly the same as that of a previous shallow quake on September 3, which turned out to be caused by a North Korean nuclear test, the official Xinhua news agency said. "In this case we saw none".

The area isn't where natural earthquakes normally occur.

Secretary of State Rex Tillerson had his first encounter with his Iranian counterpart Wednesday night and said it was a matter-of-fact conversation about how they view a nuclear deal very differently. An escalating war of words between Donald Trump and Kim Jong-Un ratcheted up a notch on Friday as the United States president dubbed North Korea's leader a "madman", a day after the reclusive regime hinted it may explode a hydrogen bomb over the Pacific Ocean.

Experts say this is the first time a North Korean leader has made a direct address to an worldwide audience - and it merits serious and thorough consideration.

No nation on Earth has an interest in seeing this band of criminals arm itself with nuclear weapons and missiles.

Russia has condemned North Korea's latest missile test over mainland Japan, but said it is in favour of political and diplomatic settlement "on the basis of the Russian-Chinese road map".

The United Nations agreed fresh sanctions - including the textiles and petroleum restrictions - in response. It would ban exports of liquefied natural gas to the North immediately as well.

In a rare direct statement delivered straight to camera, Kim said that Trump would "pay dearly" for the threats, and that North Korea "will consider with seriousness exercising of a corresponding, highest level of hard-line countermeasure in history".
