North Korea's regular weapons tests are an attempt to create an arsenal of nuclear missiles that can threaten USA troops throughout Asia and the US mainland. The U.S. conducts threatening war games on the border of North Korea annually and locates nuclear weapons within South Korea.

North Korea has been hit with sanctions repeatedly over its continued nuclear program. Intelligence officials believe that the North's program has advanced to the point where it is no longer as reliant on outside suppliers, and that it may itself be making the potent fuel, known as UDMH.

UDMH was used in the Soviet Union rocket disaster of 1960, a massive explosion at the launch pad of a intercontinental ballistic missile.

The comments came as US President Donald Trump spoke by telephone with South Korean President Moon Jae. Several Pentagon officials say Mattis was not signaling that tactical nuclear weapons are likely to be placed in South Korea.

It is just one of several that major world powers are engaged in on, over and near the Korean peninsula, amid heightened tension in the wake of North Korea's increasingly frequent missile tests and its sixth nuclear test this month.

Kim had told his top officials that the goal of Pyongyang's efforts "is to establish the equilibrium of real force with the U.S. and make the USA rulers dare not talk about military option", according to the nation's state media.

It's the South Korean president's debut on the United Nations stage.
