Russian Federation has supported China's "suspension-for-suspension" proposal, where the United States and South Korea would agree to halt joint military drills while North Korea halted missile and nuclear tests.

The range puts the U.S. territory of Guam within reach, which North Korea have previously threatened, and followed sanctions approved by the bloc on 11 September. The system has a range of about 20 kilometres (12 miles).

"Along with our willingness to resolve external risks, the North Korean nuclear issue shows that worldwide multilateral cooperation will ensure the solid foundation of the South Korean economy", he added.
