Speaker of the House Paul Ryan (R-WI) expressed outrage Wednesday at the notion that Democrats would attempt to protect hundreds of thousands of DACA beneficiaries in an upcoming vote on the debt ceiling, warning that they should not "play politics" as the nation deals with the aftermath of Hurricane Harvey and prepares for Hurricane Irma.

As of last week, the House was set to actually consider a $876 million cut from FEMA's disaster relief accounts to help fund Trump's promised U.S. -Mexico border wall.

The House will vote Wednesday on a Hurricane Harvey relief bill that won't contain language aimed at preventing a U.S default on its debt.

The rest would be put into a loan program for small businesses hit hard by the storm. But many conservative Republicans oppose tying Harvey aid to a debt ceiling measure without related reforms.

President Donald Trump on Wednesday, though, agreed to raise the debt ceiling in conjunction with Harvey relief, Politico reported.

But Senate Majority Leader Mitch McConnell could complicate the issue with his proposal to couple a hike in the government's borrowing limit to the Harvey bill. It will then head to the Senate, where GOP leaders are planning to tie the funding to a controversial must-pass measure to raise the debt ceiling to avoid a USA government default. Mnuchin has said the debt limit must be raised by September 29 to avoid a default.

Congress is also expected to authorize another $6.7 billion in expedited aid relief that will be part of a stopgap spending bill to keep the government open until the end of the year.

House Republican leaders recognize that a majority of their own members don't want to vote for a measure to raise the debt ceiling.

When the upper chamber receives the bill, lawmakers are expected to attach a measure to lift the debt ceiling, vote on the package and send it back to the House for a final vote by the end of the week.

"We speak in one voice", said Rep. Henry Cuellar, Texas Democrat. "I continue to be anxious about the debt, but I don't think this is the time to have that debate".
