Texas National Guard soldiers arrive in Houston Texas to aid citizens in heavily flooded areas from the storms of Hurricane Harvey

The EMAC request must be made before resources may deploy to another state, according to a news release from Oklahoma National Guard.

A Coast Guard aircraft carried approximately 3,000 pounds of search and rescue equipment, including an all-terrain vehicle, search and rescue skiffs, pollution response equipment and medical supplies, officials said.

Most of the 24 guardsmen deploying this week are from the Lansing and Grand Ledge areas, Dancer says, as well as several coming from the Selfridge Air National Guard base in Macomb County. Lt. Col. Hynes says, "These helicopters are equipped to do air medical evacuation missions".

The Houston police chief Art Acevedo said this, "They looked for him, they helped, they just couldn't find him".

U.S. Coast Guard personnel carry a victim of Hurricane Harvey to a waiting helicopter. "Due to the nature of this storm as it spun across southeast Texas for days and dumped historic levels of rainfall, our response has been very different than what we've looked at before". The Coast Guard is deploying assets from around the country to respond to the storm. "This has to be a phased approach in Texas", General Witham said.

Within a day, roughly 1,000 Texas National Guard troops are about to join the 3,000 now engaged in rescue and recovery efforts, according to Witham, the director of domestic operations for the National Guard Bureau.
