Officials from Brussels and the United Kingdom were continuing negotiations in the latest round of the withdrawal process, but Juncker's comments are further evidence of the European Union's frustration with the approach being taken by the PM and Brexit Secretary David Davis.

As day two of the latest round of Brexit negotiations got underway, Mr Juncker told a gathering of European Union ambassadors in Brussels that the UK's Brexit position papers to date were not satisfactory, and that there were still "enormous" issues to be settled. "We are seeking to agree by October Council that we can move to talk about our future relationship". The U.K. camp believes negotiations could progress if Barnier's team didn't follow its mandate to the letter.

He also said that the European Union would "not accept that separation issues are not addressed properly".

President Jean-Claude Juncker heaped more pressure on the UK's Brexit stance talks when he said that none of the British position papers published prior to this week's negotiations were "satisfactory".

"The UK government has published a large number of papers covering important issues related to our withdrawal and our vision for a deep and special partnership", Davis said.

"We need to be crystal clear that we will begin no negotiations on the new economic and trade relationship between the UK and the EU before all these questions are resolved.that is the divorce between the EU and the UK", Juncker said on Tuesday at the European Commission headquarters in Brussels.

"In order to do that, we'll require flexibility and imagination from both sides", he said.

The proposal would mean accepting the free movement of labour beyond the official Brexit date of March 2019. Issues involving Ireland, including the Good Friday Agreement and the Common Travel Area, are expected to be discussed tomorrow.

Labour are in a powerful position after making strong gains in June's general election, stripping Prime Minister Theresa May's Conservatives of their majority in parliament and forcing them to make a deal with Northern Ireland's Democratic Unionist Party to govern.

And German businesses have backed Mr Davis' call for a Brexit that works for both Britain and the EU.
