This would be just the first step in a sweeping review of the tobacco industry's regulations by the agency, with the goal of encouraging the development of new products that are less unsafe than cigarettes. And that when it is supplied through smoke particles in combustible cigarettes, the nicotine is even more harmful.

"We want to make sure those products, particularly the e-cigarettes, go through an appropriate set of regulatory dates to make sure they're safe, make sure they are meeting standards", he said. The anticipated new enforcement policy will not affect any current requirements for cigarettes and smokeless tobacco, only the newly-regulated tobacco products such as cigars and e-cigarettes. Instead, the less nicotine, the less addictive it is, leading to less smoking. The FDA has given makers of this newer nicotine-delivery system more time to comply with a 2016 rule that gave the agency oversight over their products, meaning e-cigarettes can be on the market longer without being regulated.

The agency intends to extend timelines to submit tobacco product review applications for newly regulated tobacco products that were on the market as of August 8, 2016.

Medical researchers have shown their concerns towards FDA's limited knowledge about e-cigarettes and vapes and that they still promote it as the next substitute to regular cigarettes without knowing its inverse effects on human health.
